Anti-illegal Logging Campaign

 

The DENR Family of Surigao del Sur expressed its full appreciation to the unselfish support extended by the Local Government Units, Philippine National Police, the Philippine Army, NGOs, POs and some private individuals who risk their lives to cooperatively enforced Executive Order No. 23 and other laws relative to the Anti-Illegal Logging Campaign of our government. 

  

Provincial Multi-Sectoral Forest Protection Committee

 

The creation and strengthening of Provincial Multi-Sectoral Forest Protection Committee (PMFPC) has the primary aim of bringing the plight of the forest protection to the grassroots level by involving the various sectors of the community. The PMFPC is a forum where the different sectors from the community and government agencies shall combine together their action to address the forest protection issues.

The Provincial Multi-Sectoral Forest Protection Committee (PMFPC), chaired by the Provincial Government of Surigao del Sur thru its Provincial Administrator, Hon. Efren E. Rivas, Jr., passed their Resolution No. 2014-01 “Requesting the Honorable Secretary of the Department of Environment and Natural Resources, Diliman, Quezon City, to Authorize and Grant to the DENR Regional Director Caraga Region 13, the Approval of the Applications for Special Private Land Timber Permit (SPLTP) and Private Land Timber Permit (PLTP) that have a maximum inventoried volume of ten (10) cubic meters and fifty (50) cubic meters, respectively, within the province of Surigao del Sur”.

     The Resolution aims to fast-track the application of SPLTP & PLTP considering the time it would take and the financial difficulties they would entail in following up their applications to the DENR Central Office and address the needed wood requirement for the different infrastructure projects within the Province of Surigao del Sur.

Anti-Illegal Logging Task Force

 

CREATION OF STRATEGIC PROVINCIAL FOREST PROTECTION PLAN

 

    One of the national issues that the government is facing nowadays is about the alarming rate of forest destruction brought by human intercession such as illegal cutting activities, slash-and-burn cultivation scheme and other forms of natural resources abuse. To address the pressing situation, the DENR Surigao del Sur intensifies the campaign to curb illegal forestry activities through the collaborative efforts with other Law Enforcement Agencies particularly the Local Government Unit, the Philippine National Police, the Philippine Army and the Philippine Coast Guard and be able to protect and maintain the existing forest resources of the province for the benefit of future generations while at the same time combat the effects of deforestation, global warming and climate change.

 

    On February 2011, President Benigno S. Aquino III issued Executive Order No. 23, declaring a Moratorium on the Cutting and Harvesting of Timber in the Natural and Residual Forests and Creating the Anti-Illegal Logging Task Force (AILTF).  Under Sec. 3 of the said law, the Task Force shall be composed of the DENR as Chairman and the members shall be composed of DILG, DND, PNP, P.A. However the Task Force may call upon the support of any department, bureaus and office of the executive branch to assist in the discharged of its function. At present other agencies and entities are now members of the Provincial Anti-iIlegal Logging Task Force, which includes DOJ, ENRO of the Provincial Government, representative from media, PIA, Coast Guard and Academe.

     To come up with the workable purposes, this integrated plan will be the basis of the Provincial Anti-illegal Logging Task Force for implementation starting from year 2012 to date. The dynamic approach to successfully achieve the goals and objectives will be discussed for realization of effective strategies complementary to the existing Forestry Laws.

    Generally, this plan aims to implement proper forest protection scheme to curb illegal forestry activities in the province therby combating the effects of global warming and climate change.

The specific objectives are:

1.   Strengthening the linkages to other Law Enforcement agencies and mobilization of public information unit/intelligence, forest protection group at the municipal and barangay level.

2.   Identification/neutralization/patrolling of all hotspot areas in the province with proper coordination from the concerned Local Government Units.

3.   Continuous monitoring and evaluation of the implemented strategies for impact assessment.

4.   Possible involvement of all concerned citizens in the formulation of the management strategies to achieve the highest level of its implementation.

 

5.   To STOP, if not, to lessen the destruction of our existing forest resources.
